FORT WORTH, Texas – Fort Worth police say the off-duty officer involved in a fatal crash last week was not only drunk, he was driving at least twice the posted speed limit.

Chief Jeffery Halstead spoke bluntly Tuesday about Officer Jesus Cisneros’ behavior.

The narcotics cop faces felony charges of intoxication manslaughter for the accident that killed Sonia Baker on Dec. 11.

Investigators determined he was legally drunk and was going between 60 and 80 miles per hour when he slammed into Baker’s car.

“Sonia Baker was killed by a drunk driver who made the decision to drink twice the legal limit and get behind the wheel of a deadly weapon. This drunk driver was an off duty police officer,” Halstead said. “This despicable act stunned the community and has shaken the police department to the core. I am angry and I am embarrassed.”

Halstead said too many of his employees have been arrested for drunken driving during his tenure. He challenged them to stop or face the most severe punishment.

He said he was preparing to fire Cisneros Monday, but the officer quit.

Despite his resignation, an internal investigation will continue.

Internal Affairs is questioning between 10 and 20 employees who were with Cisneros at a party on the night of the accident. And there will be an audit of officers’ use of department vehicles.

“I expect their behavior off duty to be as exceptional as their behavior on-duty,” Halstead said.

Cisneros is out of jail on $25,000 bond and is still recovering from his accident-related injuries.

The terms of his release prohibit him from drinking. He must also drive a car equipped with a system that won’t allow it to start if it detects alcohol.
